Netherlands Institute for Public Safety (NIPV) Selects SKYOPS as Its Aviation Operations Platform (2026–2029)

The Netherlands Institute for Public Safety has selected SKYOPS as its central aviation operations platform for the next four years, supporting deployment across the national fire service.

Operating as a nationally coordinated alliance of all 25 safety regions, led by the Council of Fire Commanders (RBC), this represents a system-wide decision across the entire Dutch national fire service.

Following a voluntary ex-ante transparency notice under Directive 2014/24/EU, SKYOPS was identified as the only party capable of meeting the full technical and operational requirements.

This marks a strategic milestone, not only for SKYOPS, but for the advancement of aviation operations across the Dutch public safety domain.


A Logical Step in a Broader Strategic Shift

The Netherlands Institute for Public Safety (NIPV), acting on behalf of the Netherlands Fire Service and in coordination with the 25 safety regions, required:

  • One integrated aviation operations platform

  • Secure data sharing with chain partners such as police and defense

  • Structural safety and compliance assurance

  • Real-time operational insight

  • Support for unmanned and hybrid aviation

The existing landscape was fragmented with multiple systems, standalone applications, and manual processes, leading to administrative burden, a limited situational awareness, and increased compliance risks .

SKYOPS addresses these challenges through one unified flight management environment.

Crucially, in the Netherlands, the national police, defense and critical infrastructure organizations already operate within the SKYOPS ecosystem. This makes the fire service’s adoption not an isolated procurement decision, but a logical next step in cross-agency operational alignment.


No Real Alternative in the Market

After thorough research and solution reviews, the contracting authority concluded that:

  1. Competition was absent for technical reasons.

  2. No reasonable alternative or substitute exists.

  3. The lack of competition is not the result of artificially restricting requirements.

In a relatively small and specialized market, discussions were held with other providers. However, other platforms are currently unable to:

  • Deliver the required integrated functionality.

  • Provide secure data exchange with chain partners that meets strict security standards.

  • Support the full operational and compliance scope defined in the Program of Requirements.

The conclusion was clear: at the current stage of market maturity, only SKYOPS meets the technical, security, and interoperability demands of national aviation operations. While competitors may continue to develop, they remain structurally behind in terms of integrated capability, secure ecosystem connectivity, and operational readiness at scale.


Designed for Operational Reality

The awarded scope includes support for:

  • Digital flight preparation and processing

  • Maintenance tracking and airworthiness assurance

  • Licensing, ratings, and authorization management

  • Real-time meteorological and aviation data integration

  • Continuous risk assessment

  • Digital training environments

  • Audit-ready reporting for regulators

The platform was built specifically for operational layered aviation environments where multiple actors operate simultaneously within shared airspace. It is not a generic software layer adapted to aviation, it is aviation-native infrastructure.

Replacing this system with a different supplier would introduce unacceptable risks regarding platform availability, operational continuity, and data security,” as stated by the NIPV.

This award confirms a broader pattern: SKYOPS is continuously used as strategic aviation infrastructure across multiple security sectors and within layered aviation.

What began as support for unmanned operations has evolved into a future-ready platform capable of supporting:

By aligning police, defense, and now the national fire service aviation operations on one shared digital backbone for coordinated aviation operations, the Netherlands strengthens its interoperability, compliance assurance, and operational resilience.
